Calm before the storm?

I'm on the Chapter 33: Calm Before the Storm quest and it says to talk to Yunma Kahn in Northreach but first he doesnt give a quest and second I still tried to talk to him and at the end of the conversation nothing happens..? Is it just a bug for me or is this normal?
