I think I had it by the time I first reached Hogshead Hamlet... or not too long after, I'm not sure.

 

The thing is it's a lvl 45 quest and I was lvl 43 at the time. It's greyed out in the town and yet you can actually get the quest in cross-server without being lvl 45.
