What does the Siphon effect actually do?

The Leech skill says "Siphon for 12 secs" which I thought was a way to recover health per your attacks. I think I am wrong about that though.
Could someone explain to me what the Siphon state actually does? Is it just a state to insta-cast Wingstorm and Dragoncall only?

Does the skill itself have any sort of Health Recovery properties?

Only if you invest 3 skill points in it first for Tier 3 move 2 to restore 5% HP on hit. Otherwise, no. It's only real purpose is to reset Dragoncall and Wingstorm, and proc their instant cast. And, since it has a long cooldown and requires a branded enemy first to even use, it is unreliable at best compared to even the Imprison proc which you at least have some control over.
