Blackram pirates 4m bug ?!

so i was in party with 2 other ppl and we tried to enter blackram pirates at 4m party it wont allow us at all and dungeon entrance was marked with X and when we change to 6m party the mark is gone and we can enter normally also i cant find any 4m dungeons at cross-server except 2 endgame dungeons so is it disabled at all for lower dungeons?! or am i doing somthing wrong ?!

Well, i don't have it, but i know it's a level of your weapon and accessories, got like infernal, siren , pirate and so on :)

We had the same issue with thrasher resetting for absolutely no reason, only happened on one run.

so what does that mean ?! :D i dont know the item and dont understand about level or so ?! i am level 33 and still cant enter pirates 4m ?!
