Fire-Eyed Night quest

Anyone know how to start this quest in Misty? i can see the location but there is nothing nor any npc there.

The npc is on the tree. Use wall dash to climb up the tree.

Thanks for this lol. It's the only quest I wasn't able to track. I instantly thought that the npc was in the trees, but he's probably obscured or too high up to be seen from the ground. Unfortunately, I didn't check it "by foot":)
