Making Up For Lost Time -> Quest

Hey guys.

I'm trying to do this quest but I can't find that S.O.B.

 

It tells me to find the culprit how stole something from someone.

I tried going into the kitchen and to the second floor but it really seems the dude has to be in the bar area.  

I've gona around and around that place but I can't seem to find it ...

 

 

Does anyone know exactly where that *cricket*er is ??

tbh i spent like 1h or more looking for it,outside,kitchen,EVERYWHERE and at some point started jumping around there since it seemed like its there,managed to jump and aw it . . .  ffs . . .
