before 45? Or am I just opening myself up to being one shotted by people at max level? If that's the way it is, that's fine...that's mmo's but is there any like lvl 27 vs lvl 27 open world brawls that happen?

you'd be at a disadvantage due to not having all of your skills.
but your HP and atk will scale up. 

Arena pvp, items don't matter.

in Arena PvP, HP and damage are scaled to level 45, and items don't change stats.

Essentially, everyone has the same stats in Arena PvP.

 

If you're looking to open world PvP, then you're gonna get rekt by anyone 1+ level higher than you, so wait till 45.

In arena, only difference is the skills you have at your disposal. Open world, you're just asking for it.

I wouldn't say +1 level. I would say atleast +/-4 levels to do more than decent damage.

Ehh, depends on the level you're at.

 

21/22 it's more or less +/-1 for winning/losing easily... for higher levels there's a slightly larger gap... but either way, it's likely that you're gonna get rekt in open-work PvP.
