Cosmetic one time use or account bound?

Are cosmetic account bound or one time use? like i can use them on every char i have or is it a one time use?

Cosmetics are bound to the one character, so choose wisely

I see its bound when u equip it right? if i claim it and put it in bank (if there a bank on the game) i can use it another char right? like i can transfer it until i "equip" it right? 
Is that the same for cosmetic weapon?
