Brilliant Cinderlands Key from Survey

Not sure if this has been addressed or mentioned in the forums, couldn't find a search function. I was wondering if there is a difference in survey rewards for those who has spent money on the game (i.e. premium membership). My friend who just did his lvl 20 survey got a brilliant cinderlands key and other stuff. And I was already high 20s and was confused since I didn't get one for my survey and thought he was trolling me. He took a ss and I also found someone talking about this on reddit as well. I'm just confused as to why some people got keys while others didnt. Anyone else knows somebody who got keys??

if i remember good you get a brilliant cinderlands key from a story quest around the golden deva area and not from a survey.
