Im not sure if it suppose to have rings or not but it doesnt make sense u dont have rings in their while i have teached secret designs.

Is this a bug or is it intended that they are disabled now?

Oh, certain designs need you to level up the crafting. On the bottom left when you press "L" you have icons that say "ALL"  / "ORDER AVAILABLE". When you click on "ALL" it will show you them but most likely they will be locked because your crafting level is too low :)
