Dragon Trade Pouches not working?

Sorry I'm brand new to the game and I have no clue why the pouches aren't working. I'm getting pouches from Daily Spin and surveys but none of them seem to be able to expand my inventory. I'm clicking on the locked bar in my inventory but it has the "Yes" (Expand/Unlock this line of inventory space) option unavailable. I'm currently level 21 with 3 of these sitting in my inventory. I was able to successfully expand my inventory through the first quest-line pouch.

Since there are so many people asking: Obviously there is not a decent explanation ingame for this subject meaning it is about time there was one. For instance I already sold a lot of them to vendor for 1copper because they seemed totally useless and never worked.

I think it is a game fault and should be rectified!

They keep sending those surveys, perhaps it would be good for them to ask a useful question in those!
