Extreme lag and characters/world not loading properly

Hi, I;m having extreme issues with lag, low fps and my world and characters loading properly. I'm stuck with max 60 FPS and the characters/bosses stuck doing T-poses. It's very hard to do any kind of boss when theyre run up to me with a t-pose and stun my character. Even if I turn my settings to the lowest, it's still lagging 

 

my hardware: 

Nvidia gtx 1650

intel i5-7400

16 gb ram

 

i also use ethernet so the internet shouldnt be an issue.

60 fps isn't bad tbh, no idea why your characters are stuck in T-pose thou

never seen a boss stuck in it

Also getting lag in the europe server in the last 6 weeks,America server is ok,but almost no one playing there is hard for new/returning players  to get a party there.

Tpose got nothing todo with the game itself. maybe a clean install can fix this. lowest = better performance. on my old system I had best performance on max settings while on low I had micro stutter and issues.
