"Failed to log in. Please try again later. (-1)"

Hi all.  A friend of mine has been having a problem for the last couple of days.  They have been having the error message "Failed to log in.  Please try again later. (-1)" when trying to login to the game, does anyone have any idea what might be causing it?  Screenshot hopefully included below, if I did this right, thanks for any help in advance.

first guess wrong region

second guess file pathing has odd characters

 

can he log into forum? then the launcher is bugged. try to get a fresh version after maint

yes, sometimes download doesn't load all files

 

lastly. does he use like vb audio banana/potatoe or any sound engine? no clue why but latest nc installment didnt like it and never loaded the game.
