New player lvl 55 - no option to level HM

Hi. I played when the game first released and now I'm so confused and feel a bit dumb and bad at the game. 

 

I don't have the option to level my HM but I'm level 55. I don't have a purple quest or anything. 

 

Is this available at level 60? Or what am I doing wrong?

Hey, you should have Yellow quest, you need to follow them, Open your "J" Quest letter, you'll find them
