is it legal to use vpn services? if so what can you recommend? i am from south east asia suffering from  huge ms disadvantages..

NCsofts policy is this:

 

You can use VPN/ Ping boosters but at own risk. Meaning if your game wont start or connect or properly work because of using a VPN NCSoft support will not assist you and you need to google your help. There are some ping altering programs like mudfish, pingzapper, wtfast.....it all depends which you like.

 

If you have a steam account you can try pingzapper for free for 7 days and test it out if it will make a difference for you.
