Can't proceed to Act 4, Chapter 1 (mushin tower)

I don't know why I can't go to Mushin tower in act 4. This is my 2nd  character I only did the yellow quest and some of blue appeared in my (J) button and ended up at lvl 47. I didn't had this problem with my 1st char. I have read yura's letter I have blue quest for Naryu Sage but why I can't windstride to Mushin tower? Does anyone know how to fix this? Or does it have level requirement to proceed to Act 4? Thanks in advanced guys.

I have the same issue. The guy in hogshed only says "good luck in tower" there is no quest, there are no letters and there is no windstride. level 45 stopped playing long ago just logged it. worked for my kfm since it was already there.
