Farming the Blackram Uniform

I heard you can get it from a side quest in bamboo village.  But I have no side quests there. I either did it and didn't get the prize or I dropped it and I can't get it back. Is there a way to get it back? 

 

Edit: I just looked and I have no side quests in virdian coast at all. Are they level restricted? I'm level 40

It is not bamboo village but jade stone, if I get the names right...

when you first enter the village, the npc stands in front of the first house, with a blue quest. They are not lvl restricited, but in the options you can turn off low level quest, so if you did that you need to undo that first ;)
