Question about 2nd Year Anniversary Event

Do you have to be a certain level to get the quest? I go to the npc in jade village and I can't even click on her. My map doesn't even have a quest marker over her. For me, it's like she doesn't have a mission. So maybe I am too low level to do it? I wish they'd make it clear that if you have to be a certain level to even do the quest. I am also new to the game, so idk if it's just because I haven't been on the game for long and can't trigger the quest.

If I am misunderstanding anything, please let me know. Any info on this would be very helpful. Thanks.

I think events usually require either lvl 16 or 36 to get the quest letter. However for this anniversary event, it requires doing the daily challenge, which is unlocked at lvl55 and the event dungeon is recommended for lvl50, but it's supposedly much much harder then that.
