mushins tower floor 9

Hey I started playing again after quite some time.

I dont understand how i get to floor 9 in mushins tower i've cleared everything including floor 8.1 8.2 and 8.3 dozens of times but then nothing happens. There only is the portal to take me back to Mushins hall in front of floor 8 which also was there before clearing it and i cant get into jakdan's room from mushin hall either.

Could some one maybe tell me what i have to do I'm starting to get really frustrated.

Did you accept the letter quests? There's a letter quest for every section of mushins tower, also every section is separate, which is why you can't go to floor 9 from floor 8. There's a seperate entrance to the other rooms on the 2nd floor of the lobby, you can get there by walking up the stairs.
