Where to get scaleburn or pve weapon?

I've played in sv thailand and VN for a while and when I get to lv45 they will let me craft an orange weapon in the dragon express but I cant find anything in NA sv. Pls help me guys I'm new to this sv and sorry for bad english

You get the Scaleburn weapon at the beginning of Act 7 of the story. Once you finish Act 6, you can also buy the Scaleburn from the naryu coin merchant in Grand Harvest Square or Northreach.
