Upgraded PC now get 5 FPS in dungeons/raids

If anyone is able to give any advice on how to fix this I would love you forever.

Prior to gunslinger release my mobo failed and I decided to upgrade my pc a bit. My pc ran all bns content pretty well with no fps issues except in SSP. After upgrading my parts I get 5fps in any dungeon or raid, making the game unplayable. I run the 64 bit BnS client, I've forced Nvidia control to use gpu for physX, I've tried adjusting settings in game, I've removed ASUS gamefirst program. I can't think of anything else to try, and can't for the life of me understand why upgrading my major components caused such a large FPS issue, any help would be much appreciated.

Old build: i7-4690k ASRock z77 extreme6 Corsair Vengeance 4gb 2400 x4 EVGA GTX 980 SC

New build i7-7700k ASUS ROG Strix z270e G.Skill TridentZ 8gb x4 EVGA GTX 980 SC

Did you "repair" you're operating system, or something to that effect?  Last I understood was that Windows has specific drivers and code libraries for CPU's and their support chips (i.e. motherboard).  I'm not sure if that changed with Windows 10.
