Wrong quest/npcs in x server

I am getting the daily quest for DT... in Heaven's mandates x server lobby. A similar thing happened the other day when I was running DT. The NPC outside of entrance wasn't showing a quest so figuring I had it I ran in. I didn't realize until half way through that no I did not have the daily quest and when I exited after the dungeon the NPC was not registering that it had the quest either in fact I was unable to talk to it at all.
