Yes you cant.  This just lets you send the f10 outfits to other of your characters. Looks like you will have to buy new ones for your other character.

to send mail you need to go to the Blocked tab and send from there 

 

i have never used Outfit stamp so i don't know if you can send it 

 

but if something has at the bottom left (( untradable , unable to trade )) that means that you can't send it to your alt

 

but if it has (( account bound )) you can send it to your alt
