Started anew and totally confused

so just returned from a very long hiatus where i haven't played since silverfrost, started on a new character and now im wondering how do i do any of the low level dungeons/daily bosses considering the earlier areas is practically empty

While this might not be true for a beginner that still needs to learn class skills, many consider the whole Viridian coast a soloable area. The only dungeon that is definitely designed for teams (even if it can be soloed at level) are the Blackram Narrows. There are specific days of the week when the narrows are a quest for level 50 people, so hitching a hike with them is a possibility if you want to run it.

However, you can also progress through the whole storyline without doing any of the quests / dungeons that require groups, and then revisit them solo later when your gear is very strong.

Now if you would prefer to play in group, as opposed to having a need for groups so you can progress, that's tough indeed. Leveling happens so fast these days that it's hard to find many people at any given low level. Maybe one of your friends would like to re-roll in parallel with you. Other than that, it's only in Moonwater when the leveling slows down enough so you can find a substantial amount of people in the 40ish range. :(
