PVP should Shield progression?

Going to make this short and simple. For PVP soul shields what is the progression, i mean yes i have some from ToI but its hard to get by floor 8 for most of my characters only manged to beat one form on my Sin barely. I want to start working on my PVP soul shield but not sure if i should skip lets said ToI now of do battlegrounds or what.
