Unable to unseal weapons on new character

I keep getting "You must meet the level requirement to enter" when trying to unseal a weapon O.o

Not sure if it's intentional or not, but seems like now you have to meet the level requirements before you can unseal it (in this example, you have to be level 6 to unseal the Stalker Gauntlets). 

 

Maybe it was something that was supposed to be in the game, but they didn't include it back then.  I feel like this mechanic was part of the other clients when they did 'oopsie' patch, and when they hotfixed it, they just left this behind.
