How to adjust skill effects to highest quality

Can someone teach me how to adjust skill effects to the highest quality, no matter what I do in the graphics option (advanced tab), the skill effects shows as very low quality. Tried set it up from 1 to 5 , apply to all, auto options, optimize for combat, basically everything. Thanks!

I suspect your problem is that you ticked the box "optimize for low performance PCs" in the _default_  graphics tab.

As long as that is checked, not matter how high you go in the advanced tab, the result will look like a (very high fps) 1990s MMO. ^_^
