Ebondrake Hideout Entrance

for some reason when I want to do the "in search of the innocent" quest and give a wolf the offal we need to go to a cave (ebondrake hideout entrance) but in my case the portal is somehow locked and its say "you don't need meet the entry requirement" , anybody have some problem like this? if anybody know how to open the portal mind telling what should I do first? thanks
