Server Transfer?

Hello. I did do some poking around on google, but all answers which are "no" are dated back to Janurary this year. I'd just like an up to date confirmation.

 

Basically I started this game when it came out, then when I left and came back (now) I found out a friend was playing but on a different server. Is it possible to buy a transfer now or are they still unavailable? And does anyone know if this is a future possibility if the answer is no? I have a lot of progress and items I don't want to lose by starting a new character.
