2nd quest for windrest windstride

I have been wondering where to get the windstride point of windrest, looked it up on forums and people say there was a 2nd quest popping up but I don't see any 2nd quest popping up and I thought it was depending on how early you started the 1st windrest personal quest so I waited for 48 hours now and still no quest popping up.

 

Anyone can tell me where to get this supposed 2nd quest that gets you the windrest windstride point? Or is it a bug for me?

 

EDIT:  nevermind, tried going back and forth on bamboo village by windstride and somehow the letter popped up which was not there in the last few tries :x

you done act 5 ? in game gold quests have act 1.2.3.4.5.6, for windrest event you need all act 5
