Floor 13 ticket needs to be more accessible

As the title states floor 5 can be bought with silver / tablets floor 13 should have the same option... Since the MS was added into the top floors farming naksun can really help with gear progression but floor 12 is just a total pain in the ass and F15 out of the last 10 runs didnt drop the ticket... so hopefully sometime in the near future we can have some type of fix to this
