Crafting costumes (earthseer, soul wardens costume etc)

Just wanted to ask if there is a requirement to unlocking these outfits. I wanted to craft the earthseer outfit (http://bns-fashion.com/earthseer-uniform/) and I'm currently level 4 earthseers. The soul warden and merry potter outfits are craftable on my main but I don't know what I did differently. Anyone have any idea or have the same problem?

You have to get the silverfrost secret technique of said craft to unlock them.
