Invisible party members

Sometimes in cross-server the party bugs for some people. There is full party but some people see that there is one missing and the person is usually offline so cannot even vote-kick since to some in the party the player doesn't exist. Anyone else had this?

I would blame lagg, but no I've never experienced this before.
