Returning player, which server for a beginner?

Hi everyone!
My friend and I want to start playing again after being too busy during the early part of the year. We just started up again yesterday and noticed that our server (Juwol) seems pretty empty. Is this just the case because we are relatively low in level (20-30) or is Juwol just pretty small? If it is small, is there a better server for players who are still learning the ropes to play on (I heard from faction chat on Juwol that PvP is pretty competitive and casual players might not stand a chance at all)?

Master hong server seems beginner friendly. Although at a time..lower level areas like Cinderlands and some part of moonwater would be empty.  But it's not that hard to get help. Join factions (Cerulean if you like order and want to talk with me for aid :3 I'll gladly assist in farming Deva, Lycan, King Kaari, Hujikar, Pinchy and other field bosses)
