Can't gather samples?

I found the pine log and pine sap samples for tree fellers (at raider's camp in scorched sands). I see the green sparklies, but I can't interact with them, why? I'm unable to order pine log and pine sap at treefellers because it says I don't have the sample, yet I can't gather it? I don't see any quest to gather these samples at the NPC either.
