Soulshield and element powder

So the best soulshield is yeti(full suposedly) now ive been looking over a week to find the exact max stats possible for yeti soulshield for na and i didnt found a page with them yet.

so i would like to know if any1 knows a site/list with the correct NA/EU soulshield stats for lv50 current patch(or just yeti soulshield)

also i need alot of element powder and im almost allways on 0 element powders(weapon ones) is there a place to gather weaps fast that can be decomposed for a decent chance of ele powders?

Powders: WAY-WAY-WAY too many of you ignore loot and don't pick them up. Guess what? That is where your "powders" come from -> pick it up and salvage it.
