GTX 970m 30fps on low

Any way to fix this ? I have 8gb ram, i7-6700hq, Gtx 970m 3GB, Sdd 128gb and i am running game on 20-40fps in world on low (i have set 970m as main gpu nor the max fps limiter is a problem or vsync) i have no clue how to fix this and its annoying. i use win 7 64bit pro

 

Etc in fleet i have 20-30fps with (with no characters around and ctrl + f) even when i set ultra its still 20-30 fps but its not really smooth...

Same thing here with a gtx960,  i5 4460 and 8GB ram .

 

It doesn't matter if i set the settings to high or low since only 35% of gpu/cpu is used when playing the game .
The fps will drop whenever the area get crowded and people start using skill ...etc .
 

we can only wait for them to optimise the game  or play it this way x)

your gpu probably downclocks, find a way to keep  highest clocks all the time

I was trying to find anything i tried every "Fix" tip i found nothing helped

Nothing worked

 

I wish they will fix it soon :\ but ye.. if they even care
