Why dosnt blocking block friend reqs?

So the bots trying to add is literally unstoppable cause even if u block them they can still add you which i dont even know why thats possible. Better question is why are those bots STILL not banned? or are they but they using some weird software that changes the name or does blocking actually block the request and they are bypassing it?
