Function not available to characters Lvl 15 or below?

I'm trying to mail some items to my new alt character (same server, same account). I'm trying to send the items from my Level 42.

 

When I try to include items in the mail, it says: " This function is not available to characters level 15 or below. "

 

Why? Is it because my alt character is only level 4, and the alt itself needs to be level 15 to receive the items? Or is that another problem altogether?

You can't trade with characters under level 15 in any way.

you can mail it but have you ever spent any money on the game cause unless you have mail is locked out for you but it will say unavailable sometimes instead of that
