Warlock combo not working

The warlock combo where I need to use Repulse F simply does not work. The F key only does it VERY occasionally but most of the time I can hammer it and nothing happens. I tried putting that skill onto another key but that does not work either.

 

So for the first contact for training, I was supposed to do combo Quell1/RepulseF/Soul Shackle combo -  and F simply did nothing. I struggled for ten minutes in frustration because I cannot really go on without starting with this first training session. So EVENTUAlly it worked once.

However I cannot use it at all in fighting because it does not work!

It seems that using the F key for a lot of things has become delayed after the most recent patch. I used to be able to spam the F key when picking up and turning in quests at E. Fleet/Nightshade Harbor. But now, I have to press the key 2-3 times before it will register. It's not just at these two places, either. Even when in cross-server dungeons, picking up and turning in quests is very delayed when using the F key.
