Block vs. Evade

If you HAD to choose between either block stats or evade stats, which would you choose?

 

I may be missing something here but evade seems superior? You completely dodge an attack or skill, whereas with block you only negate some of the damage?

Does evade suffer from higher diminishing returns?

It's been a while since I compared the stats but last I checked block got a bigger rise in %s point for point. Though at equal %s, evasion is definitely king. Not only do you dodge the whole attack, but you don't even have to be facing the enemy.
