Rumblebees Volume 2 bugged?

So I got the drop from the 4 man and followed the quest up to the point where it says to buy the Hongmoon Secret Technique Fan from the vendor. I bought the fan and the quest won't update or progress beyond this point, is anyone else experiencing this issue? Can we even complete this quest line right now or it is bugged?

It was bugged before 17/02, supposedly that it's been fixed. Cannot tell since that thing never drops and there's never any on the market x.x

Can anyone here confirm that it is no longer bugged? I seem unable to progress the quest line beyond the Hongmoon Secret Technique Fan step.

Apparently you can still turn it back in, in Mushin's tower though it doesn't update when you purchase the fan.
