Cant run Bloodshade Harbor 4man

Last night I tried to run Bloodshade Harbor 4man and the portal gave me a red X. 

I have Naryu Silver, Naryu Coin. I looked in forums and it told me I need to pick up some regular blue triangle quest for Bloodshade in Fishing Lodge. 

I went to Fishing Lodge and I saw no such quest. What is the issue? 

I finished all the main quest. All chapters are caught up.

Have you done all of the quests in the 24-man Poharan as well as the 6-man Poharan quest?

6man Poharan quest I do it regularly.

I never ran the 24man Poharan....just having hard time finding a running party when I get back home. I didn't know that was also a requirement
