0 Hackers last patch..what happened?

I played until i was 1900+ before the feb 10 patch and had about 300+ 1v1 games and literally met 0 hackers. Now i'm in 1700~ and have less than 40 games and met 2 hackers speedhacking already. What happened?

 

Theres a lbm called BloodDragon teleporting away after his cd is burnt and teleporting back to me to attack and it was so frustrating.
