Faction Leaders?

So if you press P and go to Faction, you will see something called Faction Leader. What is that about?

My guess is there can only be 1 General/Sovereign ranked player on each faction. Similar to that of High Warlord/Grand Marshal in WoW's early structured PvP. So if you want that rank, you will have to maintain your Contribution Points each day/week/month whatever it turns out to be.

Purely speculation by the way. Nevertheless it seems logical as there is that "Faction Leader" section of the Faction window.
