u can craft it mate, check out the soulwardens recipes, if u dont want to craft it - it will take some time check out on market, it should be cheap right now.

Yeah it is craftable if you are a Soul Warden but requires a Guild rating and other ingredients.  I believe I just bought one from the Marketplace, there also may be a mission for it.  Sorry for the lack of information.  Of course once you get em you won't need it.  :D
