Cannot chat at all.

My Say chat doesn't work at all. I type things in, but when I press Enter, it does nothing. I see no chat bubble nor see the chat show up on my log, it's like it didn't happen at all. I can't whisper either, same result...

 

And, there is nothing indicating some new level restriction like for the Faction and Region chats, so I am clueless as to why. Is this just happening to me?

You can't chat til level 11.

The thing is, for Faction and Region chat, I actually got a message saying that. For Say and Whisper chat, nothing, so I couldn't tell if they had changed that or if it was another bug. They may as well just have a message saying "you cannot chat until Lv11", period.
