New Hongmoon ability upgrades necessary for PvPers?

In the upcoming patch they're releasing the Hongmoon abilities which are abilities you unlock by PvEing and require you to have up to date PvE gear. This seems like a bad idea for people who don't have the time to play PvE and just want to PvP. In fact if I have to worry about gearing my character and going through quests I think I'll just not bother with this game. Is this something they're forcing on people who just play the game for arena?

Game is 3+ years old they're not going to change how the powercreep works because you don't want to PvE.
