A question on Faction PvP quest text

For the faction pvp quest, it says to "defeat [opposite faction] players with tier 9 or higher." What does that mean? I usually do my faction pvp with friends so I never noticed it.

it means their rank (title while wearing uniform) needs to be higher than 9, I believe 9 is literally the one above recruit.
