Best Arena Specs/Stats/Gems

I have some noob questions for the pros out there please.

 

Does my gear and gems apply into Arena? I mean they give me stats. Do my Stats apply into Arena?

 

Also anyone that would give some good advice on a Summoner build, I would greatly appreciate it.
